Both are needed to build to the next level of your goals. If you are trying to max out in your deadlift, or aiming to run a new personal best in your next triathlon, you cannot go 100% every day and expect not to break down. Rest is part of the cycle. That being said, I am not saying you can’t do anything when you take the day off. Your body needs time to rebuild with the nutrients you give it. If you are constantly breaking down the muscles, you will not give yourself time
